This ranking is built from published specs, channel lineups and how each service positions itself — not a claim of independent lab testing. It's weighted toward the things that actually ruin an evening: channel depth, stream stability under peak load, on-demand library, device coverage, support responsiveness and price.
We load streams at the busiest moment of the local sporting week, not at a convenient hour. Frame drops, buffering and stream failures under real load decide most of the ranking.
A channel listed in the guide has to actually resolve and carry what the guide says it does. Padded lineups full of dead entries score badly however large the headline number.
Programme data has to match the broadcaster's published schedule. A guide that shows yesterday's listings is a daily annoyance that no channel count compensates for.

A Portuguese lineup lives or dies on the football channels. Check the club channels individually — this is the single most common gap in services marketed to Portugal.
Live Sport
Portuguese football broadcasting is genuinely unusual. Rather than a league-wide rights sale, individual clubs negotiated their own home-match rights, which is how Benfica TV, Porto Canal and Sporting TV came to exist as broadcast channels rather than club media outlets. Sport TV holds a large share of the remaining fixtures. Operators then carry different combinations, so a Benfica supporter on NOS and a Porto supporter on MEO have historically had opposite problems.
That structure is slowly consolidating, but the practical effect for viewers remains: to watch the Primeira Liga in full you need Sport TV plus the club channels, and no single traditional subscription reliably delivers all four. The Champions League adds another layer, sitting with Eleven, DAZN and TVI in various recent cycles.
Outside football, Portugal follows the Champions League and the national team intensely, the Volta a Portugal on RTP, and — reflecting the country's ties with Brazil — a fair amount of Brazilian sport and Globo programming. For an IPTV service, a Sunday evening Primeira Liga fixture involving one of the big three is the load test that counts.
