IPTV itself is legal in France and widely used — every TV box supplied by the big internet providers is an IPTV service in the technical sense, and so are the broadcasters' own streaming apps.

France has one of Europe's more developed enforcement frameworks: ARCOM (which absorbed Hadopi and the CSA in 2022) operates a dedicated regime for live sport under article L333-10 of the Code du sport, allowing rights holders such as sports leagues and broadcasters to obtain rapid blocking orders against illegal streaming sites during a season.
